3P Delivery Authority was established in 2018 by Estelle O’Callaghan to bridge the gap between strategic ambition and practical execution. After two decades solving complex problems across government and public sector settings, Estelle saw an opportunity to do more than advise, she wanted to enable bold ideas to become real, measurable outcomes.
At the heart of 3PDA is a simple yet powerful principle: strategy only succeeds when it’s implemented well.
Over time, Estelle has built a trusted independent team of senior specialists who share her commitment to unlocking value through strategic project delivery. Estelle O’Callaghan is a strategic advisor, leadership coach and expert facilitator with over 20 years’ experience helping executives and teams implement initiatives that deliver on their strategic ambition. As the founder of 3P Delivery Authority, she brings deep expertise in public administration, education and consulting to support high-stakes initiatives that drive measurable outcomes.
A Churchill Fellow and author of Rock Your Roll Out, Estelle equips organisations to turn vision into action through structured training, good practice coaching and practical consulting support. Her methods challenge traditional mindsets, uplift initiative performance and build capability across all levels, from boards and executives to project delivery teams.
Estelle is especially passionate about unlocking leadership pathways for women and using strategic initiatives as a lever to lift productivity and long-term value. She chairs two Melbourne-based not-for-profit Boards and advocates for inclusive, sustainable leadership.
With multiple qualifications in project management, public administration, history and music, Estelle brings a range of perspectives to the table and is a trusted guide for organisations seeking to deliver results that matter.

Wendy Horan brings over 20 years of experience leading complex projects across education, government, and commercial sectors. As founder of The Cheer Leader, she’s known for lifting team performance through clarity, motivation, and a touch of fun—turning strategy into action.
At 3P Delivery Authority, Wendy helps clients navigate change with confidence. Whether she’s streamlining operations or designing strategic plans, her approach is practical, people-focused, and results-driven. Recent work includes contributing to RMIT’s Academic Integrity Working Group, exploring the ethical use of generative AI, an example of her ability to tackle today’s most pressing challenges.
Wendy remains deeply engaged in the profession, holding memberships with the Project Management Institute (Melbourne Chapter), Australian Network on Disability, Behind Closed Doors, and AIPM. These networks keep her insights sharp and solutions relevant.

Her experience spans government, public sector, and community services, where she has facilitated workshops, supported executive presentations, and led strategic roundtables. Jessica’s strength lies in her ability to connect with diverse audiences, ensuring that initiatives are clearly understood and genuinely embraced across all levels.
A published writer and advocate for strategic storytelling, Jessica believes every project carries a narrative that can inspire, unite and sustain engagement. Her communications approach helps teams maintain clarity and alignment from planning through to delivery.
